Summary
Documents cross-project search (CPS) scope for transforms on Elastic Cloud Serverless, and adds Transforms to the CPS availability table. Defers to the core CPS pages for shared concepts.
Intended to merge once the transforms CPS feature is complete in Kibana.
bulk actions for CPS were skipped in this PR because no other bulk actions for transforms are explicitly documented
