When this commit is applied as the PR_006 emotion-profile management change, this new PR_008 TTS BUILD spec (and the other PR_010+ specs added alongside it) violates the root AGENTS.md rule to keep one PR purpose and to follow the current BUILD doc as the source of truth. Because these BUILD files drive later work, landing future-lane instructions in the mixed PR_006 commit can cause later TTS/playback/MIDI lanes to be reviewed from unreviewed, out-of-scope planning changes; please move the PR_008+ BUILD docs to their own planning change and keep this PR scoped to PR_006.
