PR_26175_ALFA_018: consolidate Alfa Idea Board polish runtime changes

Summary

• Consolidates the current-main-safe Alfa Batch D Idea Board polish.
• Adds runtime enforcement that editable Idea Board rows can save only New, Exploring, Refining, or Ready statuses.
• Adds focused Playwright coverage for rejecting a stale/injected non-editable Project status from the editable row.

Notes

• Current main already contained the PR_26174_ALFA_020-game-hub-idea-board-cleanup #114/PR_26174_ALFA_021-idea-board-status-filter-table-polish #115/PR_26174_ALFA_022-idea-board-status-dropdown-fix #116 table/filter/dropdown shape, including the moved module path assets/toolbox/idea-board/js/index.js.
• Game Hub and status bar files were not changed.
