Summary

Aligns Project Instructions active team governance with the current OWNER-approved active-capable team map.

What changed

  • Adds current OWNER clarification that active-capable governance includes Team Alfa, Team Bravo, Team Charlie, Team Delta, Team Gamma, and Team OWNER.
  • Keeps Gamma valid and active-capable because another PC may be working on it.
  • Adds explicit guidance not to retire Gamma without OWNER approval.
  • Preserves historical four-team backlog ownership wording while clarifying it must not exclude Gamma from active-capable governance.
  • Updates required Codex report artifacts and creates the local repo-structured ZIP at tmp/PR_26175_OWNER_043-team-registry-gamma-delta-alignment_delta.zip.

Governance instructions and reports only. No runtime code, PR closure, branch deletion, or merge action.

OWNER-approved cleanup: closing as superseded by #129 Golf governance. No branch deletion is being performed.
