Adds a complete report-only GitHub open PR inventory using GitHub as the authority.

What changed

• Added raw GitHub PR JSON and text traceability files under docs_build/dev/reports/.
• Refreshed docs_build/dev/reports/codex_changed_files.txt and docs_build/dev/reports/codex_review.diff.
• Created the local repo-structured ZIP at tmp/PR_26175_OWNER_044-github-pr-full-inventory-report_delta.zip.

Inventory coverage

• GitHub API returned 36 open PRs.
• Report includes PR number, title, branch, author, open/draft state, created date, updated date, age, team mapping, dependency chain, and recommendation.
• Team mapping supports Alfa/Alpha variants, Bravo, Charlie, Delta, Gamma, OWNER, and Unknown/Needs Owner Decision.
• Candidate lists identify merge-review, defer, close-candidate review, stale branch, and owner-decision-required items.

Scope

Audit/report only. No runtime code changes. No PRs closed. No branches deleted. No PRs merged.

Validation

• PASS: Returned to clean, synced main after PR [codex] PR_26175_OWNER_043 team registry Gamma Delta alignment #124 before starting this branch.
• PASS: GitHub REST API inventory fetched and saved as raw JSON/text.
• PASS: git diff --check.
• PASS: git diff --cached --check.
• PASS: ZIP contents verified as repo-structured entries.
