Inventories upstream v6.1.8..v6.1.9 (10 non-merge commits, 11 files, +196/-28) in the established neutral comparison format. No feature trigger, no chain-config change, no consensus effect. Most of the HSQLDB cache/storage-info/arbitrary-query work is already present in Qortium (ported in 1082b11 and independent changes) - verified against the live tree. Proposed triage worksheet pending owner review; the notable proposed skip is the multi-file service redefinition, which conflicts with Qortium's typed multi-file services and single-blob private encryption.
