Summary

Adds documentation on how we manage funds to be more transparent. Extention of https://github.com/webpack/tsc/blob/main/FUNDING.md to provide in depth what our priorities are.

FYI This is also not something we made up. Webpack has been following this procedure before the TSC was formed and is a document how we manage our finances the best.

This policy governs the collection, approval, and disbursement of all funds held by or on behalf of the webpack project, which includes, but is not limited to:
- Open Collective (funds legally held by Open Source Collective, the project's fiscal host)

We should make this policy binding by tighting up some of the phrases, e.g.
