Summary

Add a run-name to the manual release workflow
Creates a real workflow-file change so GitHub rescans workflow registration after PR ci: add release build workflow #4 did not emit a main push event

Test Plan

mise x go@latest -- actionlint .github/workflows/build.yml
cargo fmt --manifest-path rust/Cargo.toml -- --check
cargo clippy --manifest-path rust/Cargo.toml -- -D warnings
cargo test --manifest-path rust/Cargo.toml
