PR-gated skips in e2e_failover_doctrine_test.go and e2e_degradation_doctrine_test.go now probe the runtime behavior and only skip when the fix is not present. This lets main keep skipping while the warelik/mission-integration branch executes the doctrines. Relates to kaitranntt#211, kaitranntt#218.
