feat(core): support configurable dock renderers

What changed

• Add configurable dock renderer registration and thread the registrations through hosted and static DevTools setups.
• Preserve the generic JSON-render author API and optional schema pass-through.
• Add coverage for renderer merging and server/static renderer resolution.
• Update the affected public API snapshots.

Why it changed

This lets consumers supply their own dock renderer implementation without coupling DevTools to a downstream catalog. The generic JSON-render API depends on the companion Devframe API change, so this PR remains a draft until that change is merged and released.

Related to devframes/devframe#267 and depends on devframes/devframe#273.
Closes #537.
