v2.2.3 — SC-card geometry fix + re-enabled patch test

Changes

• Bump necpp_src submodule to include:
  • fix(geometry): stop SC API cards from expanding into patch grids (#120) — resolves the hang in nec_rp_card on surface-patch geometries
  • fix(safe_array): use eigen_segment where callers mean a length (#121)
• Re-enable test_multiple_sc_cards::test_patch (no longer hangs)
• Update expected impedance/gain values to match corrected geometry
