feat: include description in workbook update requests

Summary

• Workbook description was silently dropped from workbooks.update() requests; this fix sends it when the server is at API version 3.21+
• Adds tests verifying the attribute is present in the request XML at 3.21 and absent below it
• Fixes a stale comment in samples/explore_workbook.py
