Weekly Copilot Agents Guide audit — 2026-08-03

This updates the branch and PR opened for the 2026-07-31 run rather than opening a duplicate, per the workflow's no-duplicate-PR rule. Commit 75a69f4 is last week's audit; commit c39557d is this week's.

Status: DRAFT. Do not merge without human review.

Executive summary

Five publicly-supportable corrections, in priority order.

1. Agent 365 licensing prerequisites were missing. Effective June 1, 2026, new Agent 365 purchases require one of Microsoft 365 E5/A5/Business Premium; Microsoft Defender Suite and Microsoft Purview Suite; the equivalent Education suites; or Microsoft Defender and Purview Suite FLW. Customers without them may not get certain Agent 365 capabilities. The guide previously said only "GA May 1". This is the most decision-relevant change of the week — it moves Agent 365 from "any tenant can buy it" to "gated behind a security and compliance floor".
2. The Microsoft 365 E7 description was inaccurate. The guide described E7 as bundling "M365 E5 security (Defender, Intune, Purview)". Microsoft documents E7 as E5 + Microsoft 365 Copilot + Microsoft Entra Suite + Agent 365 in a single SKU, and explicitly as a strict superset of E5. The old wording understated the SKU. Corrected in both places it appeared.
3. FastTrack publishes a dedicated Agent 365 remote-guidance scope page that the guide never linked. Added in the sidebar and the footer. Both Agent 365 marketing links were replaced with the Learn technical overview.
4. The FastTrack scope summary under-claimed adoption work. It read as though adoption were outside the benefit. The published scope puts "Agent fundamentals, adoption guidance, and overview of Microsoft prebuilt agents" in scope; only creating and implementing an adoption and change management strategy or plan is out. Rewritten as a two-paragraph in-scope / out-of-scope summary linked to the maintained service description.
5. People Skills was entirely absent. It appears in the FastTrack scope on both sides of the line — enabling People Skills is in scope, People Skills agents are out. Added as a licensing card with the documented service-plan differences.

Plus the July 2026 Agent Builder release notes, and a badge relabel from "FastTrack Supported" to "FastTrack scope" so the badges stop implying blanket support for a whole agent type.

All eight returned HTTP 200 on 2026-08-03.

Deliberately not linked: the Agent 365 and Microsoft 365 Enterprise marketing pages the guide previously pointed at, and the gated partner assets reachable from the partner-center announcement (partner FAQ links, Frontier Transformation partner hub). A technical guide should resolve to Learn, and gated assets are not appropriate targets from a public page.

No other files touched. No new tooling, dependencies, or config.

Validation performed

• npm ci && npm run check in tools/catalog-build → "Catalog metadata is valid for 30 resources." This is the smallest existing repository command that covers the changed README front matter. npm ci is required first because gray-matter is not vendored; no manifest was modified.
• Headless browser load of the built page → 0 console errors. The two warnings present are pre-existing and architectural (Tailwind CDN, in-browser Babel transformer), unchanged by this PR. A clean load is also the parse check for the text/babel block, since a JSX syntax error would fail the transform outright.
• 17 rendered-DOM assertions, all passing: each of the five corrections present, the old under-claim absent, the old "FastTrack Supported" label absent, both marketing links absent, and adaptive card refresh correctly absent.
• All 8 external Learn URLs HEAD-checked → 200.
• Responsive check at 390px: confirmed the left sidebar is hidden md:block, so the sidebar Agent 365 scope link does not render on mobile and the footer link is the only reachable one. This is what justified the footer addition.

There is still no repository command that lints or parses the in-browser JSX. The browser-load check remains the substitute, as in the previous run.

Two-model deliberation

Both reviewers ran at high reasoning effort, in parallel, on the same brief, then completed one cross-review round.

• Claude Opus 5 — scope, nuance, confidentiality, editorial.
• GPT 5.6 Sol — technical accuracy, completeness, implementation.

Both independently confirmed the FastTrack scope findings, the Agent 365 GA framing, the E7 GA date, and the People Skills licensing and boundary facts.

Opus 5 found two items Sol missed, and both are the highest-value changes here: the June 1 Agent 365 prerequisite licences, and the inaccurate E7 description already published in the guide. Sol independently verified both in cross-review and confirmed them, noting that the July partner-center notice supersedes the narrower June version and should be the citation. I verified both myself against the primary pages before applying.

Sol found one item Opus initially deferred: the July release notes were not empty. Opus verified all three of Sol's quotes as verbatim in cross-review and conceded that two should ship now.

Unresolved — requires human judgment

1. fastTrackSupported is still a per-agent boolean. FastTrack scope is defined by activity, not by agent type, so a green check against a whole agent type overstates it. Sol proposed refactoring the flag to a per-agent scope string this week; Opus argued it is an information-architecture change to the guide's primary comparison affordance that no source check can validate, which is exactly the signal it needs a person to decide. Carried unchanged from the 2026-07-31 PR, item 3. This run shipped the cheap mitigation only — badges now read "FastTrack scope", tooltips point at the service description, and the matrix row reads "FastTrack Remote Guidance (scoped activities)". The data model is untouched.
2. README "5 of 6 agent types" counts (lines 78-81, 230-234). Sol wanted them deleted as inaccurate under activity-based scope. Opus argued the mapping is a defensible sourced synthesis and deleting useful orientation is over-caution. Left in place pending the decision on item 1, since both hinge on the same model.
3. Whether the guide should track release-note capability deltas weekly at all. This run shipped two and omitted one on editorial-altitude grounds. That threshold is a judgment call worth setting deliberately rather than re-litigating every Monday.
