docs: pt_br, es_419 and th are dubbing targets (0.15.2 / cli 0.14.2)

Version bump for #33, which is already on main. Both publish workflows verify the tag against the matching pyproject.toml, so the versions have to land first.

Both packages ship a stale list, so both get a patch — the same shape as #32, the last docs-only release here:

Neither package validates language codes — no Literal, no argparse choices — so an installed older version already works against the three new languages; this only stops the docs from under-reporting what the API takes.

The languages are live and verified end to end — a real job through api.sonilo.com returned playable th, pt_br and es_419 mp4s.
