docs: Add Studios data transfer quotas [PLAT-5745] - #1710

Add the Studios data transfer quotas page to the Enterprise docs (unversioned and 26.1) and register it in both sidebars. Move the troubleshooting entries to the Studios troubleshooting page and remove the superseded earlier draft. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
