Pulled in release notes from #158871, leaving that pending for a bit more time to get feedback before we approve it for mainline.

Absolutely! I was crafting a rollup that should have no issues in an effort to land this specifically. It seems silly to run the full CI just for relnotes. It actually isn't a terrible idea to bypass most checks (probably everything but docs?) if this is the only file changed.

It actually isn't a terrible idea to bypass most checks (probably everything but docs?) if this is the only file changed.

Unfortunately we're not really equipped to not run all the dist-* runners (e.g., that would break nightly), at least today. I think rollups are definitely the way to go for this, just want to make sure the rough priority is communicated :)
