Provide a means for publish-to-gitlab to provide mock output for the actions it would take on main whenever a pipeline is triggered from another branch. Add some test/diagnostic tweaks to publish-to-gitlab and publish-wheels so that wheel paths, publish branch and slug, etc. can be validated before we merge a PR. Then, updated the build workflows and documentation to remove an outdated comment about how the publish step works, and include information about the updated functionality in
Releasing a Wheel.
