• Aligns runtime inputs, service keys, dates, and control flow with idiomatic Effect composition.
• Keeps this native stack layer independently reviewable at 953 changed lines.
• Bases directly on codex/bayn-effect-tsgo-runtime-failures so GitHub shows only this layer.
