Publishing Fluent Syntax Spec

Update the version number in package.json.
Update spec/CHANGELOG.md.
Commit:
```
$ git commit -m "Fluent Syntax X.Y.Z"
```
Test and deploy the generated documentation:
```
$ npm run build:guide
$ npm run deploy
```
Draft a new release and paste the relevant section from spec/CHANGELOG.md.
