Adds the Limonata Testnet, a Cosmos SDK + cosmos/evm Layer 1 (EVM chain ID 10777).
Resubmitted here per maintainer request on ping-pub/explorer#683 (originally merged there, then reverted as this is the correct repo for testnets).
