#428 のrevtag修正（実際の更新は #418）や #427 はen側の機械的な修正への追随。それらに続き、更に前から存在していた php/doc-en#3415 （内容は追従済・revtagのみ未更新） の revtag を #428 と同じ基準で進める。
このPRの変更は
EN-Revisionのみ。かつ[skip-revcheck]内の追従のみなのでrevcheckの結果は何も変わらないが、手打ちのgit log等でrevcheck外での更新を拾う際の偽陽性を防ぐ効果がある。この作業により #428 で php/doc-en#3415 に更新がブロックされたrevtag139件が全件先へ進む。
