The shared force-bump-pull-request workflow calls `make gowork` to set up a Go workspace before running force-bump. This target was missing, causing the workflow to fail with "No rule to make target 'gowork'". Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
