What does this Pull Request accomplish?
Setting the upper limit for CPython version. According to official documentation 3.0.5 version of pythonnet is not compatible with python 3.14
Why should this Pull Request be merged?
To make customer informed on which python version to use for niveristand library
What testing has been done?
python 3.14 was not compatible with pythonnet 3.0.5 whereas python 3.13 was compatible.
