Companion to nextcloud/app_api#968, which removes the guides from app_api and points here.
README states the canonical-home relationship; the authoring rules now say runbook updates land here (app_api links instead of duplicating); operations.md carries an editor note that its section numbers are load-bearing for cross-runbook anchors.
