Chore: update development dependency lockfile

Summary

• update Goo from cc806c84 to 752fb6b3 (includes Perf: Use SPARQL VALUES for model ID restrictions goo#193)
• update ontologies_linked_data from 139c67eb to 64099711 (includes Perf: Limit mapping count sleep to 4store ontologies_linked_data#308 and #309)
• align the API lockfile with the synchronized development dependency branches

• all locally overridden development dependencies are aligned with their origin branches

Closing this PR because Gemfile.lock maintenance is pushed directly to develop by project convention.
