Add QSNM telemetry contract

Summary

• add the connect_java.integration_success.v1 event contract
• add privacy-safe monthly HMAC network key generation
• add a property allowlist for plan, integration/version, transport, count buckets, evidence id, and identity confidence
• add focused tests for key rotation/stability and allowlisted properties

Verification

• Not run locally: this Paperclip runtime does not have JAVA_HOME/java installed.
• Expected CI/follow-up command: ./gradlew :core:test --tests com.minekube.connect.qsnm.QsnmTelemetryTest
