feat: add canonical memi brand manifest

Summary

• add the canonical revision-3 memi brand manifest and schema to the organization repo
• enforce lowercase memi naming, product/package identity, licensing, and Canvas development truth
• add generated docs and validation so downstream repos can vendor and verify the same contract
