Changes the algorithm used to teleport bots to leveling zones to use the more sophisticated scheme used by the spawning code. The reason is the same for the original spawn change: to keep bots from killing low level quest givers because they just appeared there.
I understand that the vision of Random Playerbots is to make the server feel more alive with activity. When you go to grind on quest mobs and find someone else already cleared a bunch, it does that. When you find them roaming around cities, that's cool. However, finding them absolutely parked, for days at a time, in an opposing faction low level quest hub is just not cool.This change is
