Solution for LP-0017 — Whistleblower (censorship-resistant document upload and indexing Basecamp app).

Adds solutions/LP-0017.md. The full upload → broadcast → anchor pipeline is delivered as a reusable logos-chronicle module + logos-whistleblower Basecamp GUI, a LEZ SPEL registry program (chosen over the zone-SDK path — justified in the write-up), and a permissionless, idempotent batch-anchor CLI. Every success criterion is mapped to evidence in the solution file; CU benchmarks and a reproducible scripts/demo.sh at RISC0_DEV_MODE=0 are included, and 5 upstream tooling issues were filed.
