setup-python@v6 (this PR's bump) fails to install/upgrade pip for Python 3.8 on windows-latest; 3.8 reached EOL 2024-10. Raise minimum to 3.9 across CI matrix, setup.py python_requires + classifiers, and README, so the actions bump lands green.
