[zh-cn] Sync namespaces

Description

Sync the Simplified Chinese namespaces task page with the current English source.

• Update the embedded English source comments.
• Adjust the corresponding Chinese text to use direct, user-focused instructions.
• Remove outdated “let's” and first-person phrasing without changing the examples or commands.

• Reviewed the complete output of ./scripts/lsync.sh content/zh-cn/docs/tasks/administer-cluster/namespaces.md
