Normalize the reserved system-cancel chord across Catalyst and iPadOS. Route keybindings and shortcut capture before falling back to Escape, and deduplicate overlapping UIKit deliveries.

Recognize UIKeyInput* values as special-key identifiers instead of literal text. Treat UIKeyInputEscape on a non-Escape key as translated Cmd-Period so remapped shortcuts remain correct when Command stays held after leaving Settings.
