@copilot resolve CI build issue with minimal viable changes.

Fixed in commit 8e3271c. I restored the Python < 3.12 Django constraint to django>=4.2.0,<5.0.0 while keeping Django 6 for Python >= 3.12, which resolves the CI install failure on 3.10/3.11.
