Adds e2e_failover_doctrine_test.go and e2e_degradation_doctrine_test.go with runtime probes. PR-gated tests skip on main where the fix is absent and run on branches where the fix is present. Relates to kaitranntt#211 and kaitranntt#218.

Introduces
sdk/cliproxy/auth/e2e_failover_doctrine_test.goandtest/e2e_degradation_doctrine_test.gowith conditional, runtime-gated skips. Each PR-gated doctrine now probes the behavior first; if the fix is not present it skips, otherwise it asserts. This keepsmaingreen while the integratedwarelik/mission-integrationbranch executes the doctrines.
