Switch the pinned libsodium 1.0.21 source from download.libsodium.org to the GitHub 1.0.21-RELEASE tag archive.
The archive URL, SHA-256, output filename, and extracted source directory are all pinned and verified. This avoids the recurring download.libsodium.org DNS failures while retaining checksum verification.
