Fixes the immutable-release failure exposed by the v0.18.3 release.
The workflow now creates a draft release, runs x86_64 and aarch64 build/upload jobs in parallel, uploads SHA256SUMS after both builds, and publishes only after all assets are present. Existing immutable releases are refused rather than modified.
