Add fvt-optimizer-model-endpoints to the runAfter list of fvt-optimizer-job-endpoints-ctf so it correctly depends on whichever model-endpoints task actually ran (CTF or manage-pytest). Skipped tasks are treated as satisfied by Tekton, so this acts as an OR condition.
