Adds a temporary GitHub Actions workflow intended to diagnose whether the NPMJS_PUBLISH_ITWIN token can authenticate to npm and has publish access to specific packages from this repository.
Changes:
- Introduces a new workflow that sets up Node.js and runs
npm whoamiusing the configured publish token. - Adds a step to query and grep package access for a predefined set of packages.
