Bumps the rust toolchain (fixing new errors/warnings), adds rust-analyzer to the rustup components, and tidies the aarch64 register definitions.
First of a five-PR stack; merge order: toolchain-bump → misc-cleanups → port-irq-masking → console-iprint → aarch64-gic-timer. Later PRs show cumulative diffs until their predecessors merge.
