Documents the plugin API compatibility window shipped in hamidfzm/glyph#487: while the API major is 0, a host accepts any declared
apiVersionbetween its compatibility floor (currently 0.16.0) and its current version (currently 0.17.0). The floor moves only on a breaking contract change and the current version only when the contract gains surface, so plugins built against an older compatible contract keep loading without a republish, and app releases alone move neither number.
