What this PR does / why we need it
Provisions the CircleCI CLI for the orb sync task so Stencilbot can run CircleCI config validation.

Notes for your reviewers
The CLI is pinned to
0.1.34950to keep Stencil runs reproducible and match the version already used bydevbase. Validation retains--org-slug="github/$org"because CI tests require organization-aware validation. Local Stencilbot runs must authenticate the CLI withcircleci setup.
