This partially addresses the security issue with
hickory-protoby upgrading reqwest: https://github.com/flashbots/attested-tls/security/dependabot/18But we also need to bump dcap-qvl which also depends on reqwest. This is more complicated as there are breaking changes, so i will do in a separate PR.
