Keeping @elemaudio/core on v3 for now.
Although the npm package can be updated to v4 independently, the
native Elementary runtime submodule cannot be safely updated to
upstream v4 yet. SRVB relies on Runtime::snapshot() for DSP graph
hydration, and upstream v4 currently needs an additional runtime
snapshot fix for this use case.
Because this PR is focused on Node and npm package updates, we are
leaving the Elementary core/runtime version unchanged.
