Remove 'Watcher' from FedRAMP features list

Will open a followup to clarify that this feature list is the list of features with exceptions for fedramp. right now, it reads like an incomplete list of features due to the table preamble

@shainaraskas Yes, this is my understanding of the table. It does not list all capabilities. It only lists those where differences exist between ECH commercial and FedRAMP regulated environments.
