Removes applications-ui-settings.md and redirects both legacy paths to the Observability group on the Kibana advanced settings page. Moves the APM index settings context (data views, precedence, Spaces-awareness) to control-access-to-apm-data.md, and preserves the APM Labs how-to in apm-agent-explorer.md with a removed 9.1 tag for cumulative docs.
