Draft for visibility — not for merge. The sandbox caller consumes this branch directly.

Experiment: can google/gemma-4-26b-a4b-it (tools=true on OpenRouter, ~$0.07/M in vs Haiku's $1/M) drive the auto-triage agent? Harness is Copilot BYOK with the completions wire (the right adapter for non-Claude models, per the external evidence of Grok/GLM triage setups), pointed at the proxy. No infra changes needed.

Watch items for the first dispatch:

  1. Does Gemma emit native MCP tool calls under the Copilot CLI?
  2. Does the AWF maxCacheMisses: 5 breaker trip after five uncached calls (as it did for Haiku-over-BYOK), or is that breaker Anthropic-specific?
  3. Rubric quality on demo issues, if plumbing passes.

Production (v1, claude engine + Haiku) is untouched throughout.

roughly a tenth of Haiku's price. Copilot BYOK with the completions
