rules_distroless 0.9.0 was not yet released to BCR. Since we do not necessarily need one of its new features, downgrade to release 0.8.0 for the time being.

These were missed when bumping to TRLC and Lobster releases.
No longer required since we are on an official release now.

This release is required for TRLC 3.0.0 We only bump in the local module. Users will have to do the same to use rules_score successfully. Since rules_score is in active development it is not in scope of the release.
