Adds Apache-2.0 licensing and third-party notices; fixes Windows CI failure propagation and UTF-8 output; hardens deterministic release packaging and checks; updates the reviewer website and RC2 receipt. The frozen vdg-20260816-rc1 experiment evidence and v0.1.0-goai-rc1 tag remain unchanged.
