Pull request overview
Adds a new “For Parents or Partners” section to the unauthenticated landing page to help supporting users identify the correct portal for submitting parent/partner information.
Changes:
- Introduces a new landing page section for parents/partners with an illustrative card and guidance copy.
- Adds supporting-user–specific messaging about using the Supporting User Portal and waiting for email instructions.
