The Wine integration can exhaust its job timeout while downloading
libwinefrom a stalled Ubuntu mirror. Apply the same zero-retry policy and ten-second HTTP timeouts used by the other Ubuntu setup jobs so APT can try its configured fallback mirrors sooner. Preserve the mirror order, package selection, and job timeout.Fixes #737.
